Jean E. Hicks graduated from New Hampshire College, where she received a Bachelor of Science in Human Services and a Master of Arts in Community Economic Development. She was a longtime nurse, community activist, and the executive director of New Visions for Newport County, which is today the East Bay Community Action Program. The Newport Health Center is named in her honor. In 1987, Hicks was named Newport County's Chamber of Commerce Woman of the Year.
